📍 Introduction
This is more than a blog. It is a documented cry for justice a public record of systemic betrayal. For nearly two years, Richmond Resident, a Black mother with three children with disabilities from Richmond Park, has fought to reunite with her two daughters, who were unlawfully removed under an interim care order that lacked the legal foundation, oversight, or transparency required by UK law.
Now, as the school year approaches in September 2025, the girls uneducated and in state care remain separated from their mother without due process, while public agencies dodge accountability.

🚨 What Happened?
In September 2023 March, Richmond Resident’s daughters were forcibly taken by social services operating under Achieving for Children (AfC). The order was issued with incorrect information without:
Full judicial review
Transparent grounds for removal
Support for family reunification
Since then, every complaints pathway has failed her. The mother has made a number of request for relocation, oral hearings however has been dismissed while the rule of law is direspected with miss-use of public office by public authorities and bodies:
PHSO (Parliamentary and Health Service Ombudsman) ignored urgent requests for investigation
IOPC (Independent Office for Police Conduct) refused to act on police misconduct
JCIO (Judicial Conduct Investigations Office) failed to assess judicial bias
LGSCO (Local Government and Social Care Ombudsman) closed the door without genuine review
MP Sarah Olney has not responded meaningfully to years of correspondence
Richmond Housing Partnership (RHP) evicted Richmond Resident back in August 2024. Without due legal protection, despite her son’s disabilities and complex needs.
All while HMCTS (Her Majesty’s Courts and Tribunals Service now His Majesty Courts) and its CEO, Nick Goodwin, failed to confirm receipt of critical relocation requests and failed to intervene in a developing miscarriage of justice.

🧠 The Psychological Toll
This case has resulted in:
Trauma and deterioration of mental health for Richmond Resident
Disruption of the girls’ education, safety, and well-being
A prolonged, state-enabled breach of the Children Act 1989, the Equality Act 2010, and the Human Rights Act 1998
The situation amounts to institutional neglect and arguably meets criteria for racial and disability discrimination under UK and international law. Press Release


🎓 The Education Crisis
Now approaching two full academic years, Richmond Resident’s daughters remain out of education. Local authorities have no formal plan in place for September 2025. The girls’ basic right to learn enshrined in Article 2 of the First Protocol to the ECHR is being actively denied.
Where is the safeguarding? Where is the Local Education Authority? Where is the justice?
🏛️ A Case for PACAC
We are now calling on the Public Administration and Constitutional Affairs Committee (PACAC), which oversees the PHSO and ensures public bodies are held to account. Our formal complaint highlights:
Repeated failure of multiple agencies to respond adequately
Absence of investigation into police, judicial, and social work decisions
Obstruction of justice by Richmond Housing Partnership and Achieving for Children
Negligence by MP Sarah Olney in advocating for her constituent
Unlawful and discriminatory denial of education for two minor children

Justice isn’t abstract. It’s a mother. It’s two daughters. It’s a home that should never have been broken.
