Severe Misconduct and Miscarriage of Justice by the Metropolitan Police and Associated Bodies

Dated in the Month of June 2024 after previous emails of urgent calls for Investigation to be done by IOPC.

Dear Rachel,

I am writing on behalf of Ms. Campbell and the Indigo Family to demand an urgent and independent investigation into the severe misconduct and miscarriage of justice perpetrated by the Metropolitan Police and associated bodies. The unlawful removal and continued separation of Child X-I and Child Z-X Hinds from their family without
of the Metropolitan Police and related authorities. The illegal and unjust separation of Child X-I and Child Z-X Hinds from their family has resulted in significant emotional and psychological trauma. The lack of a legal threshold for their removal exacerbates the severity of the misconduct.

Information has been shared by NSPCC under the ‘Freedom of Information Act.’ In regards to the strangers the Girls have been in the care of without consent and clarification of Ms Campbell. I also highlights that the Indigo Family have faced phone hacking and Post mail hacking as well which has been shared with me by the Indigo Family. 

I also bring into context for your urgent attention the continuous unlawful harassment faced by Ms. Campbell and the Indigo Family. This harassment is being perpetrated by the Richmond Housing Partnership, the Richmond Upon Thames Council, and other involved strangers.

In advance and since the unlawful removal of Child X-I and Child Z-X Hinds from Indigo Lincoln, 77 Barnes Avenue, on March 24, 2023, Ms. Campbell has been subjected to various forms of harassment, including phone hacking, stalking, victimisation, and post mail hacking. Despite her council tax being paid through housing benefits, there has been no reprieve from these actions, which have resulted in significant distress and racial injustice.

These actions violate multiple pieces of legislation, including but not limited to:

– The Protection from Harassment Act 1997, which makes it illegal to pursue a course of conduct that amounts to harassment of another and which the perpetrator knows or ought to know amounts to harassment.

– The Data Protection Act 2018, which ensures the lawful processing of personal data and prohibits unauthorized access to personal information, such as phone hacking and mail tampering.

– The Equality Act 2010, which protects individuals from discrimination and harassment on the grounds of race, disability, and other protected characteristics.

Additionally, the recent arrival of a hand-delivered letter on May 17, 2024, follows a fabricated attempt at unlawful eviction on May 16, 2024. These actions constitute clear breaches of legislation by the Richmond Housing Partnership and Richmond Upon Thames Council.

Ms. Campbell is the guardian and mother of three children with disabilities, including an older son who is an active student awaiting the resumption of his education. The continuous harassment and victimisation are not only unprofessional but also harmful and unjust.

We would request for immediate action to cease this cohesive narcissistic victimisation and bring those responsible to swift justice.

Requested Actions by the I. Family

1. Thorough Investigation:
A detailed investigation into the alleged breaches of the Human Rights Act, Children Act, PACE, Data Protection Act, and Equality Act.

2. Accountability:
Identification and accountability of individuals and authorities responsible for the mishandling,  and misconduct.

3. Rectification:
Immediate steps to address the injustices faced by the Indigo Family, including any necessary legal or procedural corrections.

4. Confirmation of Receipt and Action Plan:
Acknowledgment of this complaint and a clear outline of the steps that will be taken to address these concerns.

  1. Specific words or actions perceived as discriminatory.
  2. Assumptions made about the complainants based on protected characteristics.

Unlawful Medical Appointments Without Parental Consent:
• The children were taken to medical appointments without the knowledge or consent of their parents, which is a direct violation of parental rights.

• Such actions have caused significant distress to both the children and their family, and raise serious questions about the legitimacy and legality of these interventions.

Breach of Relevant Legislation
• Human Rights Act:
The right to family life has been infringed upon by the unauthorized medical appointments.

• Children Act 1989:
Local authorities are required to have a legal basis for decisions involving the welfare of children, including medical decisions.
• Data Protection Act 2018:
There may have been breaches in the handling of the children’s personal medical information without parental consent.

• Equality Act 2010:
Potential discrimination against the family in how these actions were carried out, particularly without proper communication and consent.

• Lack of Proper Procedures:
Failure to follow established procedures for obtaining parental consent before taking children to medical appointments.
Mishandling of the situation by not informing or consulting the parents beforehand, which is a standard protocol in safeguarding the welfare of children.

Mishandling and neglect by multiple agencies and the Criminals who were involved, included: Richmond Upon Thames Council, Achieving For Children, Cafcass, MI5, MI6, Department Work & Pensions, Multi Insurance Bureau (MIB), Multi  Agencies, Sarah Onley Local MP, Government Officials, Members of Parliament, Metropolitan Police, West London Family Court in Feltham, Wandsworth  County Court, Kingston County Court, Anthony Decosta Small, Joyce Williams, The Small Family,  The Strangers which have had the Two Female minors ‘Child Z-X & X-I Hinds without consent and Richmond Housing Partnership.

Requested Actions to be investigated  and taken with swift action
• Immediate Investigation:
A thorough investigation into the actions taken by the authorities in this case, particularly focusing on the unauthorized medical appointments.

• Accountability:
Identification and accountability of the individuals and authorities responsible for these breaches.

• Rectification:
Immediate steps to rectify the situation, including a review of procedures to prevent such incidents from happening in the future.

A formal apology to the Indigo Family for the distress caused, and appropriate compensation for the misconduct.

The unauthorized medical appointments for Child X-I and Child Z-X Hinds without parental consent constitute a serious breach of trust and legal rights. It is imperative that immediate action is taken to address these concerns, ensure accountability, and restore the rights and well-being of the Indigo Family.

What Family has Requested:

1. Immediate Return of the Children:

   – Due to the severe distress and harm caused, the Indigo Family requests appropriate financial compensation for the damages, harm, misconduct, miscarriage of justice, and hurt inflicted upon them.

4. Formal Apology:
