▪︎Human rights are moral principles or norms for certain standards of human behaviour and are regularly protected in municipal and international law.

▪︎ Human rights include the right to life and liberty, freedom from slavery and torture, freedom of opinion and expression, the right to work and education, and many more. Everyone is entitled to these rights, without discrimination.

▪︎Article 19 of the Universal Declaration of Human Rights, adopted in 1948, states that: Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

▪︎Government can limit some protected speech by imposing “time, place and manner” restrictions. This is most commonly done by requiring permits for meetings, rallies and demonstrations. But a permit cannot be unreasonably withheld, nor can it be denied based on content of the speech.

▪︎Second, a few narrow categories of speech are not protected from government restrictions. The main such categories are incitement, defamation, fraud, obscenity, child pornography, fighting words, and threats.

¤ Respecting human rights, including free speech, is vital for a just society. According to Amnesty International, 83 countries restricted freedom of expression in 2021. In the digital realm, the Electronic Frontier Foundation reported that governments globally demanded user data 315,716 times from tech companies in 2019. Upholding free speech fosters diverse perspectives, essential for societal progress.

▪︎However, challenges persist, with the Committee to Protect Journalists documenting 274 journalists imprisoned in 2020. Striking a balance between security concerns and individual liberties is crucial, as an open dialogue promotes understanding and innovation, fundamental to human rights and global development.
